Environmental Assessment for Emergency Operations Center, Powell County, Kentucky (March 2013)

The Department of Homeland Security's Federal Emergency Management Agency (FEMA) prepared this Final Draft Environmental Assessment (EA) for proposed construction and operation of an Emergency Operations Center (EOC) in Stanton, Powell County, Kentucky. Ten counties in Kentucky have been determined to be in the immediate potential impact area of the chemical stockpile at Bluegrass Army Depot. Through the help of FEMA and the Army, these communities are expanding emergency plans and capabilities to meet the threat of a chemical agent emergency. This Final Draft EA has been prepared in accordance with the National Environmental Policy Act (NEPA) of 1969, President’s Council on Environmental Quality regulations to implement NEPA (40 Code of Federal Regulations [CFR] Parts 1500-1508), and FEMA’s regulations implementing NEPA (44 CFR Part 10).
