Through the Hazard Mitigation Grant Program (HMGP), FEMA provides grants to states and local governments to implement long‐term hazard mitigation measures. The purpose of HMGP is to reduce the loss of life and property due to natural disasters and to enable mitigation measures to be implemented during the immediate recovery from a disaster. HMGP is authorized under Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act. This Environmental Assessment (EA) has been prepared in accordance with the National Environmental Policy Act (NEPA) of 1969, the President’s Council on Environmental Quality regulations to implement NEPA (40 Code of Federal Regulations Parts 1500‐1508), and Federal Emergency Management Agency’s (FEMA’s) regulations implementing NEPA (44 CFR Part 10).
