The purpose of the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1973 (Stafford Act), as amended, is to provide a range of Federal funding assistance to State and local governments to supplement efforts and resources in alleviating damage or loss from major disasters and/or emergencies. The objective of the FEMA Public Assistance (PA) Grant Program is to provide assistance to State, Tribal, and local governments, and certain types of Private Non-Profit (PNP) organizations so that communities can quickly respond to and recover from major disasters or emergencies declared by the president.  In accordance with the National Environmental Policy Act (NEPA) of 1969, FEMA must evaluate the environmental consequences of proposed actions on the natural and human environment before deciding to fund an action, including evaluating alternative means of addressing the purpose and need for a federal action. The President’s Council on Environmental Quality (CEQ) has developed a series of regulations for implementing NEPA. These regulations are included in Title 40 of the Code of Federal Regulations (CFR), Parts 1500–1508.
