Deadlines Approaching - Fiscal Year 2013 Year-End Closing

The Office of the Chief Financial Officer issued Fiscal Year 2013 Year-End Closing Instructions on July 10, 2013.  The Instructions provide the guidance necessary for program offices to support OCFO in closing of FEMA’s accounting system, the Integrated Financial Management Information System to FY 2013 transactions.  It applies to all FEMA employees, but especially the financial management community, to ensure that commitments, obligations, and expenditures are posted to IFMIS properly and in a timely manner.  Actions must also be taken to prepare for FY 2014.

Highlights for required action items over the next few weeks include:

September

20 - Direct Loan Obligations entered into IFMIS no later than 2:00 p.m. EDT

20 - Non-disaster Purchase Card obligations entered into IFMIS

20 - Deadline for purchases by purchase card (Non-Disaster)

20 - Non-disaster travel funds obligated

20 - Deadline for submitting local travel for FY 2013

20 - FY 2014 Delegation of Signature Authority forms due to the FEMA Finance Center

20 - Interagency agreements with periods of performance beginning Oct. 1, 2013, due to OCFO Budget Office

24 - Preparedness manually processed grants obligations

26 - Deadline for purchases by purchase card (Disaster)

26 - Active disaster purchase card obligations and reallocations completed

27 - Obligations for ACTIVE disasters entered into IFMIS no later than 2:00 p.m. EST

27 - Disaster travel obligated

27 - Grants obligation

30 - FY13 Signature Authority forms revoked at close of business

Please ensure all FY 2013 transactions are entered into IFMIS in accordance with the FY 2013 Year-End Closing Instructions.  Under no circumstances will IFMIS be reopened to accommodate any organization that has not entered FY 2013 transactions by the prescribed deadlines.  

Remember that deadlines exist for September to meet FEMA reporting requirements.
