On May 17, 2012 the City of New Carrollton and Faith Bases Collaborative Outreach Group awarded FEMA employee Luis Velazquez a community service award. The outreach group provides assistance with food, clothing and social services. Velazquez also provides assistance as an interpreter to the Latino communities.

Velazquez has been a FEMA employee since September 2005.
