Three teams of 22 school administrators, school nurses, school board members, local first responders, a state regional representative, and an infrastructure threat manager met in Missoula, Mont., Aug. 14-16, to attend the Emergency Management Institute’s L362 Multi-hazard Emergency Planning for Schools Train-the-Trainer course.  The course introduced students to the field course G364 Multi-hazard Emergency Planning for Schools and provided instructional methodology and teaching tips for use in training members of their respective jurisdictions.

The G364 field course enables schools to review their school emergency operations plan, or EOP, determine areas for improvement, make changes and updates, and identify how to train their staff and exercise their plans. Dawn Warehime, a course manager at the institute says the field course follows guidance set forth in FEMA's CPG 101 for developing an EOP and explaining how to utilize NIMS as the foundation for planning and building partnerships with outside agencies such as police, fire, emergency management and public health.

 The three teams participating in the   course included:

  • Belgrade Schools District, Belgrade, Mont. (five participants);
  • Havre School District, Havre, Mont. (11 participants); and
  • Missoula County Public Schools and Flathead Valley Community College, Missoula, Seeley Lake and Kalispell, Mont. (six participants).

Attendees will use what they learned in the train-the-trainer course to develop emergency operations plans and teach them to their school district, train neighboring districts on the emergency operations plan, and conduct exercises/tabletops on the emergency operations plan.  This is the third consecutive offering this summer of the L362. The institute also delivered the course in Madison, Wis., in July and Columbus, Ohio the week of Aug. 6.
