Homeland Security Threat Level: YELLOW (ELEVATED).

Significant National Weather

South: 
A storm off the Southeast coast will produce moderate to heavy rain and thunderstorms across the eastern Carolinas and southeast Georgia; accumulations will range from 1 to 2 inches.  Another area of rain will develop across portions of southern Texas this afternoon through Wednesday morning; rain will start out light with heavier rain moving in later tonight.  Numerous Flood Warnings remain in effect across the region.
Northeast:
A weak storm system will produce snow throughout the Great Lakes and into western Pennsylvania today; accumulations up to 2 inches are expected.  A stronger storm will move in off the Southeast Coast producing rain, sleet and snow in portions of Washington D.C., Virginia and southern Maryland; accumulations up to 2 inches are possible.  Freezing Rain and Winter Weather Advisories have been issued across portion of Virginia and North Carolina.
Midwest:
A storm system moving through the Great Lakes and upper Mississippi Valley today will produce snow throughout the region; accumulations up to 3 inches are possible, especially near the Great Lakes region.  Flood Warnings remain in effect across Illinois and southern Indiana.
West:
A low pressure system off the West Coast will produce rain and snow along the California coast,  northward into the Pacific Northwest and into the upper Intermountain West.  Rain will be light and snow accumulations will range from 2 to 4 inches in the mountains. (NOAA’s National Weather Service and Various media sources)

Oklahoma

  •  Emergency Declaration FEMA-3308-EM OK was signed Jan 30, providing PA (Cat B) for 77 counties
  • • State EOC is activated; Extended Operations (7:00 a.m. – 11:00 p.m. CST)
  • • 7 confirmed fatalities
  • • Approximately 78,000 customers remain without power; restoration expected within 14 days
  • • 44 shelters; population: 3,500
  • •  38 generators have been issued; 16 requests pending (State EOCs, FEMA Region VI & FEMA HQ)

The U.S. Agency for International Development (USAID), Office of U.S. Foreign Disaster Assistance (OFDA) is the lead U.S. Government (USG) office responsible for providing humanitarian assistance in response to international emergencies and disasters.

In support of the U.S. Department of State/Agency for International Development (USAID), the Federal Emergency Management Agency has been partnering with US DOD/USTRANSCOM to transport commodities to support Haiti, including more than 1.42 million meals. 

Commodities that have been delivered to Rio Haina, Dominican Republic, and Port Au Prince, Haiti, to date, include roughly:

  • 1.42 million meal
  • 24,365 blankets
  • 767,164 liters of water
  • 94,709 comfort kits
  • 7,645 cots
  •  52,606 tarps
  •  463 rolls of plastic sheeting

Disaster Declaration Activity

The Governor of Iowa is requesting a major disaster declaration as a result of severe winter and snow storms occurring December 23-27, 2009.  The Governor is specifically requesting Public Assistance for 15 counties; Public Assistance including snow assistance (Category B) for 12 counties; and Hazard Mitigation for the entire state.  The Governor further requested direct Federal assistance. (FEMA HQ)
