National Situation Update: Monday, February 1, 2010

Homeland Security Threat Level: YELLOW (ELEVATED).

Significant National Weather

South: 
Low pressure forming in the Gulf of Mexico will produce rain, showers, and a few thunderstorms across Florida and the Southeast coast today.
A separate area of disturbed weather along the western Gulf will produce rain across Louisiana and eastern Texas.
Numerous Flood Warnings remain in effect across the region.

Northeast:
A cold front will move through the region producing snow showers across portions of northern New England today; some areas could receive up to 2 inches.  Heavy lake effect snow is forecast for portions of Upstate New York today; accumulations will range from 8 to12 inches.

Midwest
Snow is forecast in portions of southern Iowa and northern Missouri as a low pressure system moves through the area; accumulations up to 3 inches are possible.  Lake effect snow is possible in portions of northern Michigan this morning but is expected to taper off later today.  Flood Warnings remain in effect across Illinois and southern Indiana.

West:
An approaching Pacific storm will weaken off the West coast by Tuesday.  Moisture associated with the storm will produce light rain over the northern California coast and spread into the Pacific Northwest this evening into Tuesday with snow at higher elevations.  Rain accumulations up to an inch are expected along the coast from Washington south to northern California.  The mountains of Oregon, Washington and northern California will see snow accumulations ranging from 2 to 8 inches. (NOAA’s National Weather Service and Various media sources) 

Severe Winter Weather

Region VI: 

  • The RRCC is currently at Level II; 7:00 a.m. - 7:00 p.m. CST (12/7)
  • USACE, DCE and GSA LNOs activated
  • Region VI IMAT operational at OK EOC
  • FEMA providing generator support to OK

Oklahoma

  • Emergency Declaration FEMA-3308-EM OK was signed Jan 30, providing PA (Cat B) for 77 counties
  • State EOC is activated 24/7 w/ ESFs 3 and 13 (through Feb 1)
  • 7 fatalities (State Medical Examiner)
  • Approximately 79,393 customers without power
  • 48 shelters; population: 3,527
  • 1,000 cots, 2,000 blankets, 85,248 meals & 160,704L liters of water were received on Jan 31  
  • 37 generators have been issued (Region VI)

Arkansas

  • State EOC is activated at Level III; Ops, Log, Planning and USACE SME augmenting
  • Governor declared a State of Emergency on Jan 28
  • 91 generators staged to support local requests
  • 1 MDRC operational
  • No request for Federal assistance (State EOCs, FEMA Region VI & FEMA HQ)

Region IV:
RRCC is at Watch/Steady State
North Carolina

  • SEOC at Level IV (Normal Ops)
  • Governor declared a State of Emergency on Jan 30
  • Approximately 25,760 customers are without power (Region IV)
  • 1 shelters; population: 101
  • No request for Federal assistance

Tennessee

  • SEOC activated at Level 4 (Localized Emergency)
  • Minor power outages continue
  • 1 shelter open; 37 occupants
  • No request for Federal assistance

Response and Recovery in Haiti (7.0 Earthquake)

The U.S. Agency for International Development (USAID), Office of U.S. Foreign Disaster Assistance (OFDA) is the lead U.S. Government (USG) office responsible for providing humanitarian assistance in response to international emergencies and disasters.

FEMA continues to support DOS/USAID operations in response to 7.0M earthquake in Haiti.

  • NRCC is at Level II; 8:00 a.m. -8:00 p.m. EST
  • 30 personnel remain deployed
  • MERS: 8 at US Embassy; 7 in Dominican Republic
  • IMAT West: 7 in Dominican Republic
  • External Affairs: 2 in Haiti
