National Situation Update: Tuesday, June 17, 2008

Homeland Security Threat Level: YELLOW (ELEVATED).

Significant National Weather

West:
High pressure will bring more hot weather and dry conditions to the Southwest and into the Rocky Mountains.  High temperatures will range from the 70s and lower 80s in the Interior West and the 80s and 90s over the valleys.
Midwest:
A change in the jet stream pattern will bring cooler temperatures and relief from rain to the severely flooded areas in Iowa while   storms are forecast for the High Plains, the lower Mississippi Valley and portions of the Great Lakes.  Temperatures are forecast to be 5 to 10 degrees below average with highs ranging from the 60s to low 80s.
South:
A cold front moving into the region may cause thunderstorms along the Appalachians and Piedmont of Virginia, the Carolinas and Georgia with the strongest storms producing damaging wind, hail, heavy rain and isolated tornadoes.  High temperatures will generally be in 80s and 90s across the South.
Northeast:
An area of low pressure may produce scattered showers and thunderstorms, some with damaging winds, hail and flash flooding, for much of the Northeast today and tomorrow.  Highs will range from the 50s and 60s over the interior and 70s along the coast. (NWS, Media Sources)

Midwest Severe Weather and Flooding

During the past two weeks over ten inches of rain have fallen in the vicinity of Des Moines, Iowa, and over large areas of northeastern Iowa, southern Wisconsin and west central Lower Michigan.  These amounts are about eight inches higher than normal.  Major flooding is occurring or forecast over most of Iowa.  Significant flooding is also occurring or forecast across southern Wisconsin and northern Illinois.  Moderate to major flooding is forecast along the Mississippi River from Iowa downstream to Illinois.

FEMA Region V RRCC:

  • Activated at Level II 24/7
  • Region V LNOs deployed to IN, WI, MI and IL EOCs

Illinois:

  • IL EOC activated with ESF support
  • 1 shelters; population: 20
  • FEMA has delivered 10 truckloads of water and 12 trucks carrying 50pk generators.
  • Denver-MERS team arrived on site at IL EOC.
  • 13 counties affected; all under emergency declarations

Indiana:

  • State EOC Level II activation, 24/7 with full ESF support
  • IA PDAs conducted in 27 counties. PA PDAs began Monday
  • 4 fatalities; 42 injuries
  • 3 shelters; population: 95
  • A Housing "Management Planning Team" has been deployed to the JFO.
  • 45 counties affected; 30 counties declared States of Emergency

Wisconsin:

  • EOC activated with ESFs 1, 3, 5, 6 and 8.
  • Joint PA PDAs begin Monday; Joint IA PDAs completed
  • 1 fatality; 0 injuries
  • 5 shelters; population: 67
  • JFO will open today in Madison
  • Many state highways and portions of Interstates have reopened
  • 30 counties affected; all are under State Emergency Declaration.

FEMA Region VII RRCC:

  • Level III  7:00 a.m. - 7:00 p.m. CDT (Mon - Fri)
  • EPA Region V integrated into FEMA's operations;  Discussions with partners on possible ESF- 10 taskings and/or ESF-3 sub taskings for technical support on drinking and wastewater

Iowa:

  • State EOC partially activated at Level 5, 24/7.
  • PDA request  for IA and PA received Monday for 4 counties. Expect completion by end of week
  • 16 fatalities; 78 injuries
  • 12 shelters; population: 431
  • 2 USCG DART Teams in Iowa City
  • 85 counties affected; all under Emergency Declaration

Kansas:

  • State EOC activated Level 3, 7:00 a.m. - 4:00 p.m. CDT.
  • IA and PA PDA teams deployed to eight counties; expected completion by end of week.
  • 2 fatalities; 0 injuries
  • 71 counties affected

Missouri:

  • The Governor is requesting an expedited major disaster declaration for Individual Assistance, Public Assistance, direct Federal assistance, and Hazard Mitigation for all 115 counties and the independent City of St. Louis.
  • State EOC activated at Level 2 with ESF support.
  • 1 shelters; population: 3
  • USCG Liaison at State EOC
  • 10 counties affected

Fire Management Assistance Grant (FMAG)

FMAG # 2774 for the Camp Bowie Fire in Brownwood County, Texas was approved on Monday, June 16, 2008. (FEMA HQ)   

Tropical Weather Outlook

Atlantic/Caribbean
Tropical cyclone formation is not expected during the next 48 hours.
Eastern Pacific
Tropical cyclone formation is not expected during the next 48 hours.
Western Pacific:
No threat to US territories.  (NOAA, National Hurricane Center, Central Pacific Hurricane Center and the Joint Typhoon Warning Center)

Preliminary Damage Assessments

  • Individual Assistance in 9 counties and 3 Tribal Reservations and Public Assistance PDAs in 28 counties began on June 16, 2008. (FEMA HQ)

Wildfire Update

Humboldt Fire, Butte County, CA

  • 23,344 acres; 90% contained
  • 8 injuries; 1 fatality
  • 74 residences destroyed; 20 damaged
  • 2 shelters;  population: 16
  • All evacuation orders have been lifted

Bridger Fire, Fort Carson, CO

  • 45,800 acres burned; 55% contained
  • No fatalities or injuries reported
  • 4 structures threatened
  • Type 2 IMT is assigned.

National Fire Activity as of Monday, June 16, 2008:
National Wildfire Preparedness Level: 2

  • Initial attack activity: Light (116 new fires)
  • New large fires: 5
  • Large fires contained: 2
  • Uncontained large fires: 16 (National Interagency Fire Center, National Incident Information Center)

Disaster Declaration Activity

  • Amendment No. 1 to major disaster declaration for the State of Georgia (FEMA-1761-DR) was approved on June 16, 2008.  Amendment # 1 adds Douglas County for Public Assistance (already designated for Individual Assistance.)
  • Amendment No. 6 to major disaster declaration for the State of Indiana (FEMA-1766-DR) was approved on June 16, 2008.  This amendment adds Decatur and Wayne Counties for Individual Assistance (already designated for emergency protective measures [Category B], limited to direct Federal assistance, under the Public Assistance program.)
  • Amendment No. 1 to major disaster declaration for the State of Wisconsin (FEMA-1768-DR) was approved on June 16, 2008.  The amendment adds Racine and Richland Counties for Individual Assistance.   (FEMA HQ)
