Comprehensive Preparedness Guide 101: A Guide for All-Hazard Emergency Operations Planning (CPG-101). FEMA’s Comprehensive Preparedness Guide 101 (CPG 101) expands on FEMA’s efforts to provide guidance on developing all-hazards emergency operations plans (EOPs) to State, Territorial, Tribal, and Local Governments. It promotes a common understanding of the fundamentals of planning and decision making to help emergency planners examine a hazard and produce integrated, coordinated, and synchronized plans. CPG 101 replaces State and Local Guide 101, “Guide for All-Hazards Emergency Planning” and is the cornerstone for a series of CPGs providing planning considerations for a variety of hazards, security and emergency functions.
Comprehensive Preparedness Guide 301. Interim Emergency Management Planning Guide for Special Needs Populations (CPG 301). The FEMA Comprehensive Preparedness Guide 301 (CPG 301) identifies and provides guidance on considerations that should be made during the Emergency Operations Plan development process to support citizens with special needs. This guide was developed jointly between the FEMA and the DHS Office of Civil Rights and Civil Liberties, with significant input from key federal partners, non-profit organizations, state and local jurisdictions and groups active in the special needs community. It is designed as a tool for state, territorial, tribal, and local emergency managers to use in the development of Emergency Operations Plans (EOPs) that are inclusive of the entire population of a jurisdiction of any size.
FEMA Preparedness Technical Assistance Catalog. FEMA’s Preparedness Technical Assistance services help build and sustain capabilities in support of the four homeland security mission areas (prevention, protection, response, and recovery) and the suite of priorities and capabilities outlined in the National Preparedness Guidelines. As capability gaps are identified within State and local jurisdictions, Preparedness Technical Assistance services are designed, developed, and delivered to address those needs and build capabilities in the most critical areas. The Technical Assistance Catalog is a comprehensive reference document listing services that are presently available, as well as those currently under development. The Technical Assistance Catalog conveys key programmatic information in a concise, user-friendly format so that State and local jurisdictions can rapidly locate services that meet their individual preparedness and program management needs. The catalog also provides instructions on how to apply for technical assistance, including a "Technical Assistance Request Form".
FEMA’s National Preparedness Directorate. The 2006 Post-Katrina Emergency Management Reform Act (PKEMRA) mandated the creation of the National Preparedness Directorate (NPD), unifying DHS’ preparedness, mitigation, response, and recovery missions. Established on April 1, 2007, NPD oversees the coordination and development of the capabilities and tools necessary to prepare for terrorist incidents and natural disasters. The NPD provides strategy, policy, and planning guidance to build prevention, protection, response, and recovery capabilities among all levels of government throughout the Nation.
FEMA Hazard Mitigation Planning Resources. The FEMA Mitigation Directorate provides resources to assist State, local, and tribal governments in reducing risks to hazards prior to an event. State, local and tribal governments that develop hazard mitigation plans are eligible to apply for FEMA hazard mitigation assistance grants to implement mitigation actions to reduce or eliminate long-term risk to life and property from hazard events. Mitigation plans outline hazard identification, risk assessments, and result in a community strategy for reducing risks of future losses due to hazards.
FEMA Resources to Rebuild Smarter and Stronger. Rebuilding homes or businesses after a disaster is the right time to incorporate techniques to prevent future disaster damages. The FEMA Mitigation Directorate provides the following in-depth information on the destructive forces of certain hazards and techniques for building disaster-resistant structures: 1) Catalog of FEMA Flood and Wind Publications, and Training Courses, 2) Protect Your Home or Business, 3) Review Mitigation Best Practices, 4) Mitigation Assessment Team, 5) Earthquake Mitigation, and 6) Mitigating Manmade Disasters.
Managing Spontaneous Volunteers in Times of Disaster: The Synergy of Structure and Good Intentions [2006] (TXT 48KB) In the spring of 2003, the National Voluntary Organizations Active in Disaster (NVOAD) coalition established a Volunteer Management Committee. The committee consists of representatives with hands-on experience in emergency management and volunteer management. The committee began the task of compiling effective practices and models for emergency management planning and implementation in the area of unaffiliated volunteers. Modeled after the successful National Donations Management Strategy, the committee has developed draft unifying Principles on the Management of Unaffiliated Volunteers and a companion Concepts of Operation. These documents are intended to serve as a basis for a national strategy that fundamentally recognizes the extraordinary resource volunteers can be in an emergency management system structured to integrate and fully utilize their contributions.
