La Crosse, Wis. -- Less than one percent of Wisconsin households are financially protected against floods, according to figures from the Federal Emergency Management Agency (FEMA). But the other 99 percent may be at risk, even those who do not live in a floodplain. In the recent flooding from the August storms, families were forced out of their homes when floodwaters filled basements and destroyed foundations, furnaces and appliances. The majority of those households did not have flood insurance to cover their losses.
