Washington, D. C. -- Federal disaster aid was made available today to help families and businesses in nine Texas counties recover from the effects of Tropical Storm Fay, according to the head of the Federal Emergency Management Agency (FEMA). FEMA Director Joe M. Allbaugh said President Bush authorized the assistance under a major disaster declaration issued for the state this afternoon. The declaration covers damage to private property from flooding rains and a tornado spawned by Fay that began affecting the state's southeastern coastline on September 6.
