Pottawattamie County for Individual and Public Assistance. Muscatine County for Public Assistance (already designated for Individual Assistance). Grundy, Lucas, and Union Counties for Public Assistance. Des Moines, Lee, Scott, and Wapello Counties for Categories C through G under the Public Assistance program (already designated for Categories A and B).
