1. The Career Development and Training Branch (CDTB) is accepting nominations for the following Executive Development Opportunities:

Eligibility:

All applicants must be a permanent, full-time employee, employed with DHS/FEMA for at least one year, and achieved at least a “Proficient” on their last performance rating.

Funding:

Tuition and travel are funded through a FEMA grant. 

Nomination Requirements:

Eligible employees must complete a CHDS Online Application and DHS Internal Application.  Nomination packages must include:

CHDS Application                                            

  • Current resume                                           
  • Recommendation Letter(s)                     
  • Online NPS Questionnaire
  • Transcripts (not required for DHS ELP)
  • Essays

  • 2 Recommendation Letters

Recommendation letters may be duplicated.  All required CHDS application documents (except the CHDS/NPS questionnaire) must be submitted to both the school and Dynia Beaty.  For assistance completing the online application please contact the Help Line at (831) 656-3829.

2. The Career Development and Training Branch (CDTB) is accepting nominations for the following Executive Development Opportunities:

Eligibility:

Graduate Certificate Program: 

  • Permanent, full-time employees at the GS-9 or above level
  • At least 1 year of service with the Department and/or FEMA
  • Achieved at least “Meets Expectations” or equivalent on their last performance appraisal
  • Obtained a bachelor’s degree from an accredited university and maintained a 3.0 Grade Point Average.

Selected participants will be obligated to sign a 12 month Continued Service Agreement.

Master’s Program:

  • Permanent, full-time employees at the GS-12 and above level
  • At least 1 year of service with the Department and/or FEMA
  • Achieved at least “Meets Expectations” or equivalent on their last performance appraisal
  • Obtained a bachelor’s degree from an accredited university and maintained a 3.0 Grade Point Average.
  • Per the Naval Post Graduate School, applicants must meet a high level math requirement for consideration. 
  • Currently hold and be able to maintain a Top Secret/SCI clearance.  Applicants must submit proof of their security clearance, including compartments they have access to in the form of a memo from their security office with their application package

Selected participants will be obligated to sign a 24 month Continued Service Agreement. 

Funding:

Tuition and books are funded through a National Preparedness Directorate (NPD)  Interagency Agreement with the Naval Postgraduate School.  There are currently no fees associated with labs at this time.  The participant’s office, directorate or region is responsible for any travel and per diem associated with the program.  Most of the learning is completed through distance learning channels; however, there is an in residence requirement for three days per quarter for the Master’s program only.

Selection Process:

All interested, eligible applicants must submit to the FEMA internal review process.  All applications are reviewed by FEMA’s Executive Review Board (ERB).  The ERB recommends to the Administrator’s Office the candidate(s) they feel should be endorsed for further consideration by the Department and school.  The Administrator’s Office has the final approval of FEMA endorsed candidates.  The endorsed list of candidates is forwarded to the DHS Chief Learning Office for an additional screening and DHS endorsement.  Candidates endorsed by DHS will be forwarded to the Naval Postgraduate School for final selections.  DHS endorsements do not guarantee selection.
