CIS Version 3.15 Internet-Based Software Download Page

All new users and users of previous versions of NFIP-CIS software must download and install the new version posted on this page to access the Internet version of the CIS Client Software Tools. An Internet connection will be necessary to download the file and to run the CIS 3.1 Online Tool and Reporting Tool.

The download time will depend on the user's modem speed and the amount of Internet traffic at the time of the Download. The approximate file sizes are 16 MB for the executable file, and 1.5 MB for the User Guide.

Verify the PC has the minimum system requirements listed below before downloading:

  • Pentium 120 MHz CPU
  • 32 MB RAM
  • 130 MB of available storage on drive C:
  • 28.8 Kbps modem

Existing FEMA and State CIS Users

  1. Click on the "CIS 3.15 Executable" selection shown at the bottom of this page.
  2. Click OK to save the program to disk.
  3. Choose a folder and click OK to save the file cis315.exe to disk.
  4. After the download process is complete, click Open on the "Download Complete" screen to start the installation program.
  5. Click Next on the "Welcome to the InstallShield Wizard for CIS 3.1" screen.
  6. Click Yes on the "License Agreement" screen.
  7. Click Next on the "Choose Destination Location" screen.
  8. Click Next on the "Select Program Location" screen.
  9. Click Next on the "Start Copying Files" screen.
  10. Click Finish on the "InstallShield Wizard Complete" screen.
  11. Exit the FEMA website and start the CIS program.

New CIS Users (FEMA and State)

Call the FEMA Helpdesk at (202) 646-4357 or e-mail them at Helpdesk-HQ@fema.gov for CIS user account creation and program installation information.

The CIS Users' Guide provides updated information to assist new CIS users. To download the document, follow the steps to download the software. The user may wish to save the file to another directory.
