  • Planning for Post-Disaster Recovery: Next Generation

    Planning for Post-Disaster Recovery: Next Generation is designed to help communities improve their resiliency and provides how-to guidance for communities to start their mitigation planning and disaster-recovery planning processes.  The new report was produced by the American Planning Association (APA) through a cooperative agreement from FEMA, and is a follow-up edition to the popular Planning for Post-Disaster Recovery and Reconstruction (FEMA 421) report originally published in 1998.

    The Next Generation report takes into account changes in federal legislation as well as the increasing frequency and severity of disasters striking U.S. communities. FEMA Administrator Craig Fugate is featured as the Foreword author of the report, and he relays the importance of planning to limit the impact of disasters. He notes, “If a community is planning for the future, development and redevelopment must incorporate reduction of future risks.” The report provides resources to assist communities with their disaster recovery planning, including a model recovery ordinance for communities that want to enhance their disaster recovery planning before a disaster strikes and domestic and international case studies that share recovery lessons.

    South Lost Pines Hazardous Fuels Reduction Project HMGP-DR-1999-0031 Bastrop County, Texas February 2015///The County of Bastrop, Texas, proposes to implement hazardous fuels reduction in central Bastrop County in order to reduce wildfire hazards in the area. The South Lost Pines hazardous fuels reduction project area encompasses approximately 1,262 acres of primarily privately-owned land, but hazardous fuels reduction work would only be conducted on about 876 acres within the wildland-urban interface (WUI) of the Lost Pines region in central Bastrop County. Bastrop County has submitted an application to the Federal Emergency Management Agency (FEMA) through the Texas Division of Emergency Management (TDEM) for a grant under FEMA's Hazard Mitigation Grant Program (HMGP). TDEM is the direct applicant for the grant, and Bastrop County is the subapplicant./This Draft EA has been prepared to analyze the potential consequences to the natural and human environment associated with the Proposed Action, the No Action Alternative, and other potential alternatives per the National Environmental Policy Act (NEPA) (42 United States Code [USC] 55 parts 4321 et seq., 2000), the President’s Council on Environmental Quality (CEQ) implementing regulations (40 Code of Federal Regulations [CFR] 30 parts 1500 et seq., 2004), and 44 CFR Emergency Management and Assistance Ch. I Part 10.

  • Materials for March 2015 National Advisory Council Meeting

    This container includes materials from the March 4-5, 2015 NAC Meeting in New Orleans, LA.

    On Wednesday, March 4, the NAC will be welcomed to FEMA Region VI and introduced to its activities by the Regional Administrator and then engage in an open discussion with the FEMA Administrator.  The NAC will receive report outs from its subcommittees on topics related to Federal Insurance and Mitigation, Preparedness and Protection, and Response and Recovery.  The NAC will review the information presented on each topic, deliberate on any recommendations presented in the subcommittees' reports, and, if appropriate, vote on recommendations for FEMA’s consideration.  

    The NAC will also receive briefings from FEMA Executive Staff on the following topics: FEMA Louisiana Recovery Office, Looking Back on Hurricane Katrina; and FEMA Office of Response and Recovery Activities and Updates.

    On Thursday, March 5, the NAC will engage in an open discussion with the FEMA Deputy Administrator, followed by an update on and discussion with the Federal Insurance and Mitigation Administration, a presentation on recovery from a local perspective, and an update on America’s PrepareAthon!.

  • Hazard Mitigation Assistance Pre‐Disaster Mitigation Data

    This dataset contains closed and obligated projects funded under the following HMA grant programs: Pre‐Disaster Mitigation (PDM) and Legislative Pre-Disaster Mitigation (LPDM).

    The Pre‐Disaster Mitigation (PDM) program is authorized by Section 203 of the Stafford Act, 42 U.S.C. 5133. The PDM program is designed to assist States, Territories, Indian Tribal governments, and local communities in implementing a sustained pre‐disaster natural hazard mitigation program to reduce overall risk to the population and structures from future hazard events, while also reducing reliance on Federal funding from future disasters. PDM grants are subject to the availability of appropriations funding, as well as any directive or restriction made with respect to such funds.

    The FMA program is authorized by Section 1366 of the National Flood Insurance Act of 1968, as amended (NFIA), 42 U.S.C. 4104c, with the goal of reducing or eliminating claims under the National Flood Insurance Program (NFIP). FMA is subject to the availability of appropriations funding, as well as any directive or restriction made with respect to such funds.

    The SRL grant program was authorized by the Bunning-Bereuter-Blumenauer Flood Insurance Reform Act of 2004, which amended the National Flood Insurance Act of 1968 to provide funding to reduce or eliminate the long-term risk of flood damage to severe repetitive loss structures insured under the National Flood Insurance Program (NFIP).

    This dataset contains closed and obligated projects funded under the following Hazard Mitigation Assistance (HMA) grant programs: Repetitive Flood Claims (RFC).

    The RFC grant program was authorized by the Bunning-Bereuter-Blumenauer Flood Insurance Reform Act of 2004, which amended the National Flood Insurance Act of 1968.  The RFC provides funding to reduce or eliminate the long-term risk of flood damage to structures insured under the National Flood Insurance Program (NFIP) that have had one or more claim payments for flood damages.

  • State Multi-Hazard Mitigation Planning Guidance (Mitigation Planning "Blue Book")

    FEMA developed the State Mitigation Planning “Blue Book” to help States better understand the FEMA mitigation planning regulations cited in the Code of Federal Regulations (CFR) at Title 44, Chapter 1, Part 201 (44 CFR Part 201). FEMA prepared the “Blue Book” with two major objectives. First, the "Blue Book" is designed to help Federal reviewers evaluate mitigation plans from States in a fair and consistent manner. Second, the "Blue Book" is intended to help States develop new mitigation plans or modify existing ones in accordance with the requirements of the regulations cited at 44 CFR Part 201. The State “Blue Book” and Local “Blue Book” incorporate feedback provided to FEMA by State, local, and Indian Tribal officials and address issues that have arisen since the initial guidance was developed. FEMA continues to monitor the progress of State, local, and Indian Tribal entities as they develop their plans, working in partnership with them to help ensure their success.

    Environmental Assessment Owego Apalachin Administration Building Facility Construction Project Village of Owego, Tioga County, New York-4031-DR-NY February 2015///The Owego Apalachin Central School District, herein referred to as the “Subgrantee”, has requested funding from the U.S. Department of Homeland Security - Federal Emergency Management Agency (FEMA) Public Assistance (PA) Grant Program, to construct a new 15,118 square foot administration building within the community to replace the existing flood-damaged administration building. The new facility would be located at Sheldon Guile Boulevard in the Village of Owego, Tioga County, New York. Owego experienced storm damages and flooding from Tropical Storm Lee that occurred September 7, 2011 to September 11, 2011. The storm incident period was declared a major disaster by President Barack H. Obama on September 13, 2011 (amended September 23, 2011). Federal public assistance was made available to affected communities and certain nonprofit organizations per FEMA 4031-DR-NY and in accordance with the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1974 (42 U.S.C. 5172), as amended. The Grantee for the proposed action is the New York State Division of Homeland Security and Emergency Services.     Draft Environmental Assessment Montoyas Arroyo Bank Stabilization Project Rio Rancho, Sandoval County, New Mexico Southern Sandoval County Arroyo Flood Control Authority FEMA HMGP-DR-4079-NM Project #8 February 2015///The nature of flood events in southern Sandoval County, New Mexico, which contains the City of Rio Rancho (Rio Rancho) is characterized by very intense, compact thunderstorms. These thunderstorms drop significant amounts of rainfall over a very short time, creating a surge of stormwater that flows down the arroyos or drainage ditches toward the Rio Grande to the west of the city. As this area of New Mexico is semi-arid, the soils in southern Sandoval County are generally highly erodible.
