In response to structural concerns raised in the aftermath of the Northridge earthquake of 1994, FEMA entered into a cooperative agreement with the SAC Joint Venture to perform a problem-focused study of the seismic performance of welded steel moment connections and to develop interim recommendations for professional practice.
