This Draft Environmental Assessment (EA) has been prepared to help FEMA meet its environmental review responsibilities under the National Environmental Policy Act (NEPA) of 1969, the Council on Environmental Quality’s (CEQ’s) implementing regulations (40 Code of Federal Regulations [CFR] Parts 1500 through 1508), and FEMA’s implementing regulations (40 CFR Part 10). FEMA is also using the EA to document compliance with other applicable federal laws and executive orders, including the Endangered Species Act (ESA), the Magnuson-Stevens Fishery Conservation and Management Act (MSA), the National Historic Preservation Act (NHPA), Executive Order (EO) 11988 (Floodplains), EO 11990 (Wetlands), and EO 12898 (Environmental Justice).
