This page provide links to the blank planning, project, and management costs subgrant applications and grant applications that follow the Mitigation eGrants system format.
Blank copies of applications are available for reference only. FEMA requires all Pre-Disaster Mitigation (PDM) and Flood Mitigation Assistance (FMA) grant applications to be submitted via the Mitigation eGrants system through the FEMA Grants Portal on the internet. If a Subgrant Applicant does not use the eGrants system to submit subapplications, then the Grant Applicant must enter the paper subapplication(s) into the eGrants system on the Subgrant Applicant’s behalf.
Mitigation planning activities must be submitted in a planning subapplication; mitigation project activities in a project subapplication; and Applicant management costs (for Grant Applicants only) in a management costs subapplication. Some Grant Applicants also may require their Subgrant Applicants to submit a project pre-application for approval prior to a project subapplication.
Grant Applicants review and approve subapplications from their Subgrant Applicants as well as create and submit their own planning, project and management costs subapplications. Grant Applicants then create a grant application for submittal to FEMA to which they attach and rank subapplications.
