FEMA's Hazard Mitigation Assistance (HMA) grant programs provide funding for eligible mitigation activities that reduce disaster losses and protect life and property from future disaster damages. 

*Prospective subapplicants should contact their State Hazard Mitigation Officer for further information regarding specific program and application requirements. Individuals may not apply directly to the State for assistance from any of these programs; however, local governments may sponsor an application on their behalf.  

FEMA awards HMA grants to eligible grant applicants (i.e., states, territories and federally-recognized tribes) who in turn disburse those funds to its communities.  Funding for these programs is limited; therefore, grant applicant officials must make difficult decisions as to the most effective use of grant funds.  After reviewing applications for eligibility, the grant applicant forwards applications consistent with its mitigation planning objectives to FEMA for review and approval. 

Application Development

FEMA has developed procedures to assist Applicants applying for funding.   Below are Procedures for Developing Scopes of Works for various project types.

Frontloading HMA Program Eligibility Requirements

Frontloading the requirements listed below at the earliest point in the application development phase may prevent delays later on.

Application Process

For Applicants applying for funding under the Hazard Mitigation Grant Program (HMGP), please submit applications via National Emergency Management Information System Mitigation (NEMIS).

For Applicants applying for funding under Pre-Disaster Mitigation (PDM), Flood Mitigation Assistance (FMA), please submit applications via Electronic Grants Management System (eGrants).

Applicants for PDM and FMA must submit separate subgrant applications in eGrants for Plans, Projects, and Management Costs. Those subgrants must be attached to a PDM or FMA grant application that is submitted to FEMA.  For more information, please see the eGrants webpage.

Pre-Award & Post Grant Requirements

FEMA will work with Applicants to implement required pre-award activities for planning and project subapplications selected for further review. Grantees must submit quarterly financial and performance reports for each grant award to the FEMA Regional Office.
