Dear Ms. Acosta:
This is in response to your January 25, 2002, letter transmitting the Municipality of Guaynabos (Municipalitys) above referenced second appeal to the Federal Emergency Management Agency (FEMA). The Municipality is requesting that FEMA prepare a Project Worksheet (PW) for $1,029,474 for pressure washing the sewer system in Amelia Ward after Hurricane Georges.
Based on a thorough review of the documentation, I have concluded that the Municipality has not submitted sufficient information to overturn the Disaster Recovery Managers determination. The documentation submitted does not demonstrate that repeated pressure washing of the sewer system was necessary to alleviate a threat to the life, health, and safety of the community caused by the disaster and that such cleaning exceeded the scope of the existing maintenance plan. The Municipalitys second appeal is denied for the reasons discussed in the enclosed analysis.
Please inform the Municipality of this determination. My decision constitutes the final decision on this matter as set forth in 44 CFR § 206.206.
