DSR ID# 98182; Stabilization of the Bluffs Under Blufftop Park
PURPOSE: Respond to third appeal submitted by the City of Huntington Beach for stabilization of the bluffs under Blufftop Park.
DISCUSSION: Heavy rains from FEMA-1044-DR-CA resulted in damage to Blufftop Park. FEMA prepared DSR 94251 for $14,812 and DSR 09886 for $73,248 to repair the park and to provide protection of the facility against further damage from erosion by relocation of the pedestrian/bicycle pathway in four areas. The subgrantee requested that FEMA fund the stabilization of the bluffs underlying the park through the placement of cribwalls for $1,320,000. The Regional Director denied the appeal because the bluffs were unstable prior to the disaster. FEMA denied the second appeal, but determined that an additional $73,248 (DSR 09886) of emergency protective measures was eligible. In the third appeal, the subgrantee again requests that the stabilization of the bluffs be granted. However, based on the fact the bluffs are a natural feature and were unstable prior to the disaster, pursuant to the Landslide Policy, the appeal should be denied.
RECOMMENDED ACTION: Sign letter to Governor's Authorized Representative denying this appeal.
