Robert Welch - Division Director
The mission of the Management Division is to provide overall administrative, financial, and communications/computer support for the day-to-day operations of the regional office. The division also provides support for disaster requirements and administers various communications programs. To meet its mission, the Management Division is structured into a number of branches: Administrative Services, Grants Management and Information Technology.
Joan Ryan - Branch Chief
The Administrative Services Branch manages budget and fiscal requirements, as well as grants, acquisition, personnel, payroll processing and travel management programs. The branch also manages the Disaster Assistance Employee (DAE) program, and the Automated Deployment Database (ADD), as well as other administrative services to the Region and Joint Field Offices.
Chuck Goehringer - Branch Chief
The IT Branch provides and manages the communications, information management, and safety and security requirements to support regional activities as well as state and local governments. For disaster operations, this branch provides network and communication services and assets.
Robert Welch – Acting Branch Chief
The Grants Management Branch provides full lifecycle grant management for all regional disaster and non-disaster grants from application and award to reporting, monitoring and closeouts. Also, this branch provides grantees with comprehensive grants management services, including financial monitoring, audit reconciliation, data analysis/systems support, grants policy guidance, and training. Regional grant programs offer financial preparedness assistance to state and local governments through a variety of programs, including the Homeland Security Grants Program, Infrastructure Protection Program and Assistance to Firefighters Grants.
