The Floodplain Management and Insurance Branch administers the floodplain management and insurance aspects of the National Flood Insurance Program (NFIP).  These programs focus on state and local building codes and zoning regulations to assure that new development and substantial improvements located in the floodplain and are constructed so as to prevent or minimize future flood damage.  The following program areas are within the Floodplain Management and Insurance Branch in Region I:  Floodplain Management, Community Rating System (CRS) and Flood Insurance.

The National Flood Insurance Program (NFIP) is aimed at reducing the impact of flooding on private and public structures. This is achieved by providing affordable insurance for property owners and by encouraging communities to adopt and enforce floodplain management regulations.  Under the insurance part of the program, this office provides oversight of flood insurance training programs and outreach efforts for insurance agents, lenders and property owners throughout New England.  These efforts help mitigate the effects of flooding on new and improved structures. Overall, the program reduces the socio-economic impact of disasters by promoting the purchase and retention of Risk Insurance in general, and National Flood Insurance in particular.

Program areas currently administered by the Floodplain Management and Insurance Branch in Region I include the following:

National Flood Insurance Program
The U.S Congress established the National Flood Insurance Program (NFIP) with the passage of the National Flood Insurance Act of 1968. The NFIP is a federal program enabling property owners in participating communities to purchase insurance as protection against flood losses in exchange for State and community floodplain management regulations that reduce future flood damages.

Community Assistance Program-State Support Services Element
The Community Assistance Program (CAP) is a product-oriented financial assistance program directly related to the flood loss reduction objectives of the National Flood Insurance Program (NFIP).
