FEMA’s State Senior Advisors Provide Personal Contact
State Senior Advisors (SSAs) are the first FEMA representatives in an Emergency Operations Centers (EOC) when it is activated. Formerly known as a State Liaison Officer (SLO), the SSA will serve as the primary conduit of information between the EOC and FEMA Region I.
Upon deployment of the Emergency Response Team - Advance Element (ERT-A) Operations Section Chief (OSC), the SSA will be assigned to the ERT-A Operations Section. Once in place, the SSA will be responsible for coordinating all outreach efforts between the regional office and their respective state.
In the initial stages of an event the SSA may also be required to provide situation and capabilities assessments to the Regional Support Team. In addition, the SSA will forward periodic reports to the Planning section operating from the Regional Response Coordination Center (RRCC) or the FEMA regional office. The SSA may also be required to collect Essential Elements of Information as tasked by the RRCC Information Collection Plan.
The SSA will be included in all Preliminary Damage Assessment (PDA) teams and will support the state and FEMA operations programs. This support may include assisting the preparation of a governor's request letters for assistance and other protocols. Outside of the EOC, the SSA will support in FEMA-State planning efforts, GAP Analysis, trainings, drills and exercises.
