Outreach and Contact Information

Preparedness addresses outreach activities—including Continuity Working Groups (CWGs), websites, newsletters, pamphlets, and brochures—developed by the Continuity of Operations Division, NCP, to provide various audiences with information related to Continuity. These methods and activities, incorporated into the Multi-Year Strategy and Program Management Plan, ensure that all continuity program administrators receive up-to-date guidance to enable them to effectively develop and implement their continuity programs under all conditions.

NCP’s National Continuity Outreach Program (NCOP) provides the infrastructure and direction for the Continuity of Operations Division’s efforts to implement and sustain its continuity of operations outreach activities to Federal and non-Federal organizations. Specific goals of the NCOP are as follows:

Through the Regional Continuity Managers, the NCOP extends NCP resources to build on continuity partnerships with the nation’s Federal Executive Boards (FEBs), Federal Executive Associations (FEAs), and Regional/State Continuity Working Groups (CWGs). By establishing CWGs with the interagency community, to include the FEBs, FEAs, and the States and territories, NCP expands its outreach activities and provides direct assistance to Federal, State, territorial, tribal and local government offices nationwide (www.feb.gov).

Continuity of Operations Strategic Planning Conference

Continuity of Operations Strategic Planning Conference Cover

To help develop and support the Nation’s non-Federal entities Continuity programs and meet requirements in the National Continuity Policy Implementation Plan, the Continuity of Operations Division has established annual Continuity of Operations Strategic Planning Conferences. The first of these conferences, which involved participants from all the States and territories, and the District of Columbia, was held in Kansas City, Missouri, on March 10–12, 2009.

The theme of the 2009 Continuity of Operations Strategic Planning Conference was Strengthening Intergovernmental Relationships for an Expanding Continuity Community. The goals for this conference were the following: to share new information about continuity of operations policy, facilitate an exchange of ideas and experiences, and ensure that all participants have innovative tools and resources necessary to develop their Continuity plans and programs.

Homeland Security Information Network Site

NCP manages a portal on the Homeland Security Information Network (HSIN) dedicated to sharing continuity of operations information and products. HSIN is a web-based limited access network for the delivery of real-time interactive information and is accessible by both Federal and non-Federal organizations.

The purpose of the HSIN continuity site is to function as a conduit for continuity information sharing and storage for the national continuity community. The HSIN site provides continuity information, tools, and templates; continuity training and course information; continuity emergency management information; and helpful web links.

Examples of documentation on the site include the National Threat Advisory status, Really Simple Syndication (RSS) news feeds, Federal Continuity Directive 1 (FCD 1) and FCD 2, Continuity Guidance Circular 1 (CGC 1), National Security Presidential Directive-51/Homeland Security Presidential Directive-20, the National Continuity Policy Implementation Plan, Pandemic Template Instructions, Vital Records Brochure, and various website links. NCP routinely uses this site to post GIS disaster information during emergencies and disasters, and other important Continuity information, including policy guidance documents and training and exercise information.

Continuity of Operations Brochure

Continuity of Operations: An Overview, discusses continuity operations, its goal, viable continuity capability elements, and the four continuity operation phases. The brochure also addresses the conditions under which continuity plans would be activated and information about the ten FEMA regions. The brochure is a useful tool for educating the continuity community and those unfamiliar with continuity on the importance of continuity planning in Federal and non-Federal organizations. Continuity Videos

Videos developed by NCP, in conjunction with the Emergency Management Institute (EMI) and PREPnet, promote the importance of Continuity plans and programs throughout the Nation:

Tribal Continuity Video - The primary purpose of the video is to promote the importance of continuity plans and programs within tribal governments.

Continuity Connection Video - The purpose of this video is to provide a general overview of the Elements of a Viable Continuity Capability. It is now disseminated and used in various continuity training programs Nationwide.
