On December 7, 1979, following the Three Mile Island nuclear power plant accident in Pennsylvania, President Carter transferred the Federal lead role in offsite radiological emergency planning and preparedness activities from the U.S. Nuclear Regulatory Commission to the Federal Emergency Management Agency.
FEMA established the Radiological Emergency Preparedness Program to (1) ensure the health and safety of citizens living around commercial nuclear power plants would be adequately protected in the event of a nuclear power plant accident; and (2) inform and educate the public about radiological emergency preparedness.
REP Program responsibilities encompass only “offsite” activities, that is, State, tribal and local government emergency planning and preparedness activities that take place beyond the nuclear power plant boundaries. Onsite activities continue to be the responsibility of the NRC.
The final Radiological Emergency Preparedness Program Manual and Supplement 4 to NUREG‐0654/FEMA‐REP‐1, Rev.1 are attached. The Federal Emergency Management Agency and Nuclear Regulatory Commission anticipate jointly publishing a Federal Register Notice announcing an effective date for the REP Program Manual, Supplement 4, and NRC Emergency Preparedness Rule RIN 3150–AI10 later in 2011.

This document focuses on the substantive changes made to the guidance in the REP Program Manual between the draft document issued August, 2011 and the publication of the final document in October 2011. Most changes to the REP Program Manual were in response to public comments submitted on the draft document.
In addition to the substantive changes in this analysis, the final REP Program Manual contains innumerable minor changes in wording and formatting to improve readability and ensure compliance with Federal Plain Language Guidelines. These non-substantive changes can be viewed in the published red-line version of the REP Program Manual.
The final Radiological Emergency Preparedness Program Manual and Supplement 4 to NUREG‐0654/FEMA‐REP‐1, Rev.1 have produced many questions on the implementation of the changes to the documents. The Federal Emergency Management Agency Radiological Emergency Preparedness (REP) Program has collected the questions we have received from the REP Regional personnel, our Offsite Response Organizations and the public. This FAQ document provides our answers to the questions. REP program will update the FAQ lists periodically.
