Patricia G. Arcuri

Acting Regional Administrator – FEMA Region III

Patricia G. Arcuri was named the Acting Regional Administrator for the Federal Emergency Management Agency (FEMA) Region III office in Philadelphia, Pa., on September 28, 2009. Prior to her current position, she served as the Deputy Regional Administrator.

From January 2003 until March 2007, Ms. Arcuri served as both the Acting and Deputy Regional Director. In this capacity, Ms. Arcuri was responsible for coordinating FEMA emergency preparedness, mitigation, and disaster response and recovery activities in the District of Columbia and the states of Delaware, Maryland, Pennsylvania, Virginia and West Virginia.

A career FEMA employee since its inception in 1979, Ms. Arcuri previously held administrative positions with FEMA's predecessor agencies, beginning with the President’s Executive Office of Emergency Preparedness following Hurricane Agnes in 1972. Her tenure with FEMA has included leadership roles in administering the region's disaster assistance programs of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as well as responsibility for developing and managing regional response planning and operations during her assignment as Deputy Division Director for the Emergency Management and National Preparedness Programs Division.

Her disaster field deployments are extensive in support of both Region III declarations and those throughout the country. Considered a subject matter expert, Ms. Arcuri was a member of the National Emergency Response Team, pre-deploying in advance of projected catastrophic hurricane events.

Before being named Deputy Regional Director, Ms. Arcuri served as the region's Director of the Administration and Resource Planning Division, which subsequently incorporated the Operations Support Division that she headed when first formed under FEMA's reorganization program in 1993. Her responsibilities in that executive role included such areas as information technology, logistics management, procurement, grants management, human resource management and financial management.
