Margaret A. Young was named Chief Financial Officer for the Department of Homeland Security's Federal Emergency Management Agency (FEMA) in June 2005.  Ms. Young has more than 20 years of financial and management experience in both government and private sector roles.

Prior to joining FEMA in June 2005, Ms. Young worked in senior-level positions at the Department of Housing and Urban Development (HUD) for four years, rising to the rank of Deputy Assistant Secretary for Finance and Budget in the Office of Housing-Federal Housing Commissioner.  In that role, she was responsible for the financial operation of the Federal Housing Administration (FHA), the nation's largest mortgage insurance organization with a portfolio of well over a half a trillion dollars of insured mortgages.  Additionally, Ms. Young served as the policy advisor to the FHA Commissioner on all aspects of the Federal Budget within the Office of Housing. 

Ms. Young founded and operated two successful retail stores from 1994 to 2001 before returning to government work.  Prior to her entrepreneurial work, she worked for the Office of Management and Budget for nine years in various positions with progressive responsibility, including two years as a senior Budget Examiner for FHA, and culminating in her role as Chief of the Treasury Branch.

As Chief of the Treasury Branch, Ms. Young worked directly with senior level agency officials to develop legislative proposals, agency regulations and the administration of executive orders as well as advise policy to agency programs.  She directed a staff responsible for formulation and administration of the budget for the Treasury Department, the Executive Office of the President, the U.S. Postal Service and the District of Columbia government. 

Previously, Ms. Young spent two years as a budget analyst with the Department of the Interior and earlier worked in the Census Bureau as a general statistician. 

Ms. Young holds a Master's in Urban Affairs and Public Policy from the University of Delaware where she also engaged in doctoral studies in Urban Affairs and Public Policy with an emphasis in Quantitative and Public Policy Analysis.  Also, she attended the Federal Executive Institute and is a member of the Senior Executive Service (SES).
