Appointed Acting Regional Administrator for Region II in 2009, Michael F. Moriarty oversees all FEMA emergency operations throughout New York, New Jersey, Puerto Rico, and the U.S. Virgin Islands. He is responsible for ensuring that operational priorities align with national policies and that the region delivers accessible and coordinated assistance by integrating national emergency management and homeland security policy among agencies at various levels of government. Since taking office he has launched an aggressive campaign for transparency, integration, and more active collaboration with state, local and tribal partners and cultivating an environment of continuous improvement in every division.

Mike joined Region II in 2008 as the Federal Preparedness Coordinator. His work was distinguished by new planning, assessment, training, and continuity of operations initiatives and the partnerships he forged with state and local emergency managers, as well as with private sector and non-governmental organizations, has become the template for Region II’s preparedness expertise. Mike also directed the regional grant process which supports these preparedness efforts.

Mike is also a captain in the U.S. Coast Guard Reserve presently serving as Commanding Officer of the Coast Guard Reserve Unit at U.S. Southern Command (SOUTHCOM) in Miami, Florida. The unit provides subject matter expertise in support of several SOUTHCOM Directorates and participates in the planning and execution of exercises in the Central and South American area of responsibility. He was recalled to active duty following the terrorist attacks of Sept. 11, 2001 to lead a major security initiative for the Port of New York and New Jersey. He served as Executive Officer and Deputy Commander for Coast Guard Sector New York and he was part of the Hewlett Packard management team that transformed New York City’s post-9/11 emergency communications by enhancing redundancy, resiliency, and interoperability for first responders.

For eight years prior to 9/11, Mike served as Director of Police for Jersey City, New Jersey, leading a force of 900 officers and 300 civilians through a comprehensive transition to a more dynamic, problem-oriented model of policing. He also served as Assistant Counsel for Public Safety under New Jersey Governor Thomas H. Kean and as Director of Public Safety for North Brunswick Township, New Jersey.

Mike holds an undergraduate degree from the University of Dayton, an Masters in Public Administration from New York University, and a law degree from Seton Hall University School of Law. A lifelong resident of New Jersey, Mike lives in Tewksbury with his wife Karen. They have a son and two daughters: Michael 18, Kerry Ann 17, and Clare 14.
