Office Chief Procurement Officer, Mission Support Bureau
Jacob B. Hansen serves as the Chief Procurement Officer and Head of the Contracting Activity for FEMA. He is responsible for the execution of a $2.1B budget and provides coordination and the acquisition response for all FEMA activities, including disasters.
A primary responsibility of his office is to have pre-positioned contracts in place before a response event occurs. Mr. Hansen served as the lead Acquisition Advisor for the Hurricane Ike federal response and recovery effort.
Before coming to FEMA, Mr. Hansen served as a Colonel in the United States Army for 25 years. Before his retirement, he held the title of Commander of the Defense Contract Management Agency for Iraq Operations and was responsible for providing leadership in contract management for 71 bases across the Iraqi battlefield that housed staff, contractors, coalition forces, and other federal partners.
His previous roles in the Army included, among others; Instructor at the United States Army War College, Commander of the Defense Contract Management Agency, Director of Information Management, Assessment and Paperless Contracting Office, Assistant Secretary of the Army for Acquisition Logistics and Technology and Contracting Officer with the Defense Intelligence Agency's Missile and Space Intelligence Command.
His numerous military awards and decorations include the Legion of Merit, the Bronze Star and the Defense Meritorious Service Medal with two oak leaf clusters.
He holds Master's degrees from both the Naval Postgraduate School and the United States Army War College. He received his bachelor’s degree from the University of Wisconsin, La Crosse.
