Director of Legislative Affairs
Dan Shulman was appointed Director of Legislative Affairs for the Federal Emergency Management Agency on December 18, 2005.
Prior to joining FEMA, Mr. Shulman spent six years as a staff member of the Committee on Transportation and Infrastructure in the U.S. House of Representatives. Hired by then-Committee Chairman E.G. "Bud" Shuster, Mr. Shulman worked under the late Congresswoman Tillie Fowler, Chairman of the Subcommittee on Oversight, Investigations and Emergency Management.
Upon Congressman Don Young's ascension to the Chairmanship of the Committee in 2001, Mr. Shulman joined the Committee's Investigations staff as Investigative Counsel. Following the September 11th terror attacks, Mr. Shulman was named Majority Counsel for the Subcommittee on Economic Development, Public Buildings and Emergency Management.
During his tenure with the Committee on Transportation and Infrastructure, Mr. Shulman worked on a variety of homeland security issues, including, disaster preparedness and response, recovery, mitigation, the Stafford Act, and the implementation of the Disaster Mitigation Act of 2000. He also handled such issues as real property policy, economic development, and policies and practices of the Smithsonian Institution and the John F. Kennedy Center for the Performing Arts. Mr. Shulman was also involved in the formulation of legislation creating the Department of Homeland Security, Intelligence reform, Energy Policy, and other public safety and economic development issues.
Prior to joining the Committee on Transportation and Infrastructure, Dan completed clerkships with the United States Attorney for Eastern Missouri, the City of St. Louis Prosecutor's Office, Legal Services of Eastern Missouri, and the Committee on the Judiciary in the U.S. House of Representatives.
Mr. Shulman, a native of Flint, Michigan, received his Bachelor's Degrees in Political Science and Law and Society from American University in Washington, D.C. before earning his J.D. from the Washington University in St. Louis School of Law.
