External Affairs/Congressional Liaison, FEMA Region IX
Casey De Shong works in the Office of the Regional Administrator of FEMA’s Region IX Office as External Affairs/Congressional Liaison. He is responsible for advising the Regional Administrator and senior management staff on all Congressional matters that are connected to disaster activities as they relate to FEMA’s programs, policies and operations.
He was the Lead Congressional Affairs Officer for Hurricane Isabel in Virginia in 2003, the wildfires in California in 2003, Hurricanes Charlie, Ivan, Frances and Jeanne in Florida in 2004, and Hurricanes Katrina and Rita in Louisiana in 2005.
Prior to transferring to the Regional Office, Casey spent four years working in FEMA’s Headquarters in Washington, DC within the Office of Legislative Affairs. He assisted in developing long and short term strategies for Congressional activities, focusing on the Agency’s mission and program areas. He proactively built relationships with Members of Congress and their staff and advised senior FEMA officials on congressional interests. Before joining FEMA, he worked for a Member of Congress on Capitol Hill. Casey graduated from West Virginia University. He currently resides in Alameda, California.
