Timothy Cannon joined FEMA as Director of the Human Capital Division in July 2007.

Mr. Cannon came to FEMA from the Library of Congress, where he was director of the Office of Work Life Services. He was responsible for the leadership and management of the operations of human resource services to approximately 4,000 full-time employees in developing and administering complex and technical work life service programs, procedures and policies. In addition, he served as the Library’s senior expert in several areas, including compensation, employee benefits, retirements and personnel records management. He also participated in human resources planning initiatives at the strategic, operations and tactical levels.

Prior to his work at the Library of Congress, Mr. Cannon worked in Human Resources at the Department of the Treasury and the U.S. Mint. He also served as Commander of the U.S. Army Reserve Personnel Command in St. Louis, Mo. as well as the Deputy Chief of Staff, Personnel, Administration and Logistics.

Mr. Cannon has a Master of Arts in Human Resource Development from Webster University, St. Louis, Mo., a Bachelor of Arts in Public Service from the University of San Francisco, San Francisco, Calif. He is a graduate of the U. S. Army War College in Pennsylvania and has a Certificate in Leadership-Coaching from George Washington University, Washington, DC.
