Director, Office of Management and Chief Acquisition Officer
Albert "Al" B. Sligh, Jr. was appointed Director of the Office of Management and Chief Acquisition Officer for the Federal Emergency Management Agency (FEMA) in March 2008. The Office of Management provides end-to-end business solutions and customer service to support FEMA's mission.
A member of the Senior Executive Service, Mr. Sligh is responsible for the direct oversight and management of seven lines of business: Human Capital, Information Technology and Services, Acquisition Management, Support Services and Facilities Management, Disaster Reserve Workforce, Security and Records Management.
He has more than 28 years of experience leading acquisition, contracting, program management and operational logistics initiatives within the federal government. He has directed major procurement operations, served as a principal technical authority on contracting and acquisition management and advised senior leadership on complex issues.
Mr. Sligh previously worked at FEMA in 2006 and 2007, helping to reengineer the agency's acquisition processes and practices, and leading the acquisition program in preparations for the 2006 Hurricane Season.
Most recently, Mr. Sligh served at the Department of Commerce, where he was Senior Procurement Executive and Director of the Office of Acquisition Management and Financial Assistance. He also worked at the Department of Homeland Security - as Director of DHS Strategic Sourcing and Acquisition Systems.
He retired from the U.S. Navy with the rank of Captain.
Mr. Sligh earned a Bachelor's degree in Economics and a Master's degree in Education from Inter American University of Puerto Rico. He holds a Master of Arts in Management and Supervision from Central Michigan University and an M.B.A. from The George Washington University. He attended executive training programs sponsored by the Federal Executive Institute, the George Washington University, and The Darden School of Business Administration, University of Virginia.
