Albert "Al" B. Sligh, Jr. currently serves as the Associate Administrator for the Federal Emergency Management Agency’s (FEMA) Mission Support Bureau. The Mission Support Bureau provides end-to-end business solutions and customer service to support FEMA's mission. He returned to FEMA in March 2008, as Assistant Administrator and Chief Acquisition Officer for Management Directorate.

A member of the Senior Executive Service, Mr. Sligh is responsible for the direct oversight and management of these lines of business and support functions: Human Capital; Information Technology; Acquisition Management; Support Services and Facilities Management; Occupational Health, Safety and Environment; Disaster Reserve Workforce; Security; Business Management; and Records Management.

He has more than 28 years of experience leading acquisition, contracting, program management and operational logistics initiatives within the federal government. He has directed major procurement operations, served as a principal technical authority on contracting and acquisition management and advised senior leadership on complex issues.

Mr. Sligh previously worked at FEMA in 2006 and 2007, helping to re-engineer the agency's acquisition processes and practices, and leading the acquisition program in preparations for the 2006 hurricane season.

Most recently, Mr. Sligh served at the Department of Commerce, where he was Senior Procurement Executive and Director of the Office of Acquisition Management and Financial Assistance. He also worked at the Department of Homeland Security (DHS) as Director of DHS Strategic Sourcing and Acquisition Systems and was subsequently detailed to FEMA to transition the Acquisition Management Division from a tactical to strategic business model.

Through both DOD and DHS, Mr. Sligh attained Level III certifications, the highest possible. At DOD, he earned these certifications in acquisition management, information systems management, program management, finance, and cost estimating. At DHS, he achieved the certifications in acquisition, as well as program management.

Mr. Sligh earned a Bachelor's degree in Economics and a Master's degree in Education from Inter American University of Puerto Rico. He holds a Master of Arts in Management and Supervision from Central Michigan University and an M.B.A. from The George Washington University. He attended executive training programs sponsored by the Federal Executive Institute, the George Washington University, and The Darden School of Business Administration, University of Virginia. He retired from the U.S. Navy with the rank of Captain.
